From Google. A quorum is the minimum number of members of a deliberative assembly (a body that uses parliamentary procedure, such as a legislature) necessary to conduct the business of that group.

As most often. Hopefully they are solvable, too, and altogether don't cause more trouble than it's worth.

It's also a big chance: Find out the advantages that humans may have over other races, emphasize them by carefully selecting humans who have more than the average of these features and train the pilots with special regards to them, then advertise human pilots as having them. It could make humanity look good - if done correctly.

Edit: Like, from what Grey Garou said on the previous page: Untamed, daring, perhaps not fond of authority: Prospectors. Or being able to integrate into a military structure: War pilots. Sometimes it's just a matter of finding the advantages of the disadvantages.

Or terraforming and colonizing planets. Seeing how in Earth most plantlife and larger animals are dead, but terrans still manage to survive and even thrive in certain cases. So they would be well suited to make a living in less than optimal conditions
